295 Church Street Project Wins
Outstanding Collaborative Partnership Award

Mon., Oct. 6, 2008 - Salem, Ore. - Outstanding leaders, programs, innovative approaches and effective partnerships were recognized during the Oregon Economic Development Association's (OEDA) Conference at the Oregon Garden Resort on Mon., Oct. 6. The Award of Excellence for Collaborative Partnerships was awarded to Salem's 295 Church Street Project. Project partners included: the City of Salem, Cascadia Development Inc., Marion County, Mid Willamette Valley Cable Regulatory Commission, Willamette University, LCG Pence Construction LLC, and Capitol Community Television.

"We are honored to be part of this successful collaborative partnership. The new 295 Church Street complex is going to be another great addition to Salem's downtown area," said Rick Scott, Director for the City of Salem's Urban Development Department.

The Outstanding Collaborative Partnership award recognizes a project that has helped a community, region, or partnership, to overcome economic challenges and demonstrate vision, leadership and teamwork. Applicants included business, community, non-profit and government entities that have organized a partnership to address key community readiness issues, regional considerations and new challenges that can only be resolved by facing the issues together.

The 295 Church Street collaborative venture is a $20M unique funding blend. The project was developed on a vacant half-acre lot owned by the City of Salem's Urban Renewal Agency, on the corner of Church and Trade streets. The project grew in response to Salem City Council's goal to increase housing options and create economic vitality in downtown Salem. The City partnered with Willamette University who desired to create a stronger connection to downtown Salem. Cascadia developed the five story building as a mix of housing, retail and office space. The City of Salem and Marion County will be anchor tenants of the building: an office and studio for Capital Community Television (CCTV) on the 1st floor and the City of Salem's Information Technology facility on the 2nd floor.

The 295 Church Street project is scheduled to open Dec. 18, 2008 at 4 p.m., one year after groundbreaking. The opening celebration will include food, beverages, live entertainment and an opportunity for the community to tour the new condominiums and office spaces.

The City of Salem's Urban Development Department is committed to enhancing community prosperity through an array of programs in its three major service areas, Revitalization and Urban Renewal, Federal Programs, and Real Estate Services. The Urban Development Department: manages the City's urban renewal areas (URA) and redevelopment projects within the URAs; administers federally funded block grant and housing programs; provides loans and grants to eligible businesses, homeowners, and renters; and manages leases, acquires, and sells properties for the City.
